China Tightens CCC Certification Oversight: What Foreign Founders Need to Know

China's market regulator has revoked over 50,000 CCC certificates and tightened oversight of certification bodies and labs. Here is what the clean-up means for foreign founders importing or manufacturing products in China.

What This Means for Your China Company

China's State Administration for Market Regulation (SAMR) has continued a year-long clean-up of every stage of the Compulsory Product Certification (CCC) system, the mandatory scheme that underpins product quality and safety in the China market. For foreign founders, the practical message is simple: if your China business imports, manufactures, or sells products on the CCC catalogue, certification is now subject to closer scrutiny, and the bodies that issue and test certificates are themselves being audited.

This article sets out the practical implications for company registration, product compliance, and ongoing operations in China.

Key Facts from the Regulator

According to SAMR, certification bodies have revoked a cumulative 50,800 CCC certificates this year, a step the regulator says helps prevent non-conforming products from entering the market.

SAMR also organised, for the first time, a peer review of the capabilities of laboratories designated for CCC testing. The review covered, in two batches, all 149 designated laboratories and 328 designated qualifications across 14 product areas, including electric bicycles, toys, and wires and cables. In the first batch, the designated qualifications of 16 laboratories (17 qualifications) were cancelled. The second batch is essentially complete, and laboratories will be required to rectify any shortcomings; those still not meeting the conditions after rectification will have their qualifications cancelled.

SAMR also investigated designated certification bodies for conduct affecting certification quality, such as reducing or omitting certification procedures and failing to carry out effective follow-up investigations. This year it:

Next, SAMR says it will push for policy documents strengthening whole-chain supervision of CCC certification and improve coordination between certificate handling, case investigation, and recall of defective products, to make supervision more precise and effective.

Why CCC Matters When You Set Up in China

CCC certification is a market-access requirement, not a registration formality. Products on the CCC catalogue generally cannot be sold, imported, or used in business operations in China without a valid certificate. For a foreign founder, the certification question typically arises in three situations:

Because the regulator is now removing certificates and auditing the bodies that issue them, a certificate that appears valid may still be at risk if it was issued through incomplete procedures or by a body under review. Founders should treat certificate verification as part of due diligence, not a one-off step at launch.

Practical Steps for Foreign Founders

1. Choose the Right Entity Before You Certify

Your company structure affects who can hold certificates, import goods, and bear compliance responsibility. A wholly foreign-owned enterprise (WFOE) is the common vehicle for foreign founders who need to conduct business, hire staff, and hold licences in China. A representative office cannot engage in profit-making activities, and a joint venture involves a Chinese partner. The entity type should be settled before certification and import arrangements are made, because the applicant and certificate holder details must match your registered business scope and operations.

2. Confirm Whether Your Product Is on the CCC Catalogue

The catalogue covers specific product categories, and the SAMR review referenced areas such as electric bicycles, toys, and wires and cables. Before registration, confirm whether your product falls within a CCC category. If it does, factor certification into your launch timeline and budget rather than treating it as an afterthought.

3. Verify the Certification Body and Laboratory

Given that one body lost its designation and two were ordered to suspend operations, founders should check that the body and laboratory handling their certification are currently designated and in good standing. Ask for the qualification details and confirm the certificate is valid and not subject to revocation or cancellation.

4. Keep Your Certification Files Aligned with Your Registration

Company registration documents, business scope, product descriptions, and certificate details should be consistent. Mismatches can cause delays with customs, platforms, or distributors. Keep records of factory inspections, follow-up investigations, and any rectification requests, since the regulator is specifically scrutinising whether certification bodies carried out effective follow-up.

5. Build Compliance into Ongoing Operations

SAMR's planned whole-chain supervision links certificate handling, case investigation, and defective-product recalls. In practice, this means a certification problem can escalate beyond the certificate itself. Founders should maintain product quality records, respond promptly to certification body requests, and have a process for recalls or corrective action if a product issue arises.

6. Watch for Policy Developments

SAMR has said it will push for policy documents on whole-chain CCC supervision. Foreign founders with products in regulated categories should monitor these developments, as they may affect certificate maintenance, renewal, and recall obligations.

What This Does Not Change

The clean-up does not create a new registration procedure for foreign founders. Company registration, capital arrangements, tax registration, and licensing continue under the existing framework. What changes is the intensity of oversight around product certification: certificates are being removed, laboratories are being audited, and certification bodies are being held accountable. For founders, the safer approach is to verify certification early, use properly designated bodies, and keep documentation consistent across registration and compliance files.

Bottom Line

If your China business touches CCC-listed products, treat certification as a core part of market entry and ongoing compliance. Confirm your entity structure first, check whether your products require CCC certification, verify the status of the body and laboratory involved, and keep registration and certification records aligned. The regulator's actions show that certificate status is not static, and that the bodies issuing certificates are themselves under review.
